Bellingham Conservation Commission Continues Six Hearings, Advances Golf Course Peer Review

BELLINGHAM — November 13, 2024 — Bellingham Conservation Commission continued six active development hearings and welcomed two new members at its November 13 meeting. Chair Michael Heeren introduced conservation agent Hannah Chase and new commissioner Pamela Francis, sworn in the previous day to replace Noel Leos. The panel voted unanimously to continue all pending matters — including the contested 156-unit Prospect Village townhouse project off Lake Street and Prospect Street — to its December 11 meeting, with unresolved questions about drought-related stream classification, railroad bed ownership, and an incomplete BSC Group peer review slowing progress. A new request for determination of applicability for 455 Parkford Avenue, where trap rock was placed in a wetland buffer zone without a permit, was also continued to December 11 after the applicant waived the 21-day response deadline, with a site visit set for November 16. The Candlelight Lane drainage dispute remained deadlocked after abutting homeowner Tom Wilson declined to grant an easement, leaving road acceptance and the developer's winter maintenance obligations unresolved.
