Planning Board Approves Hartford Ave Site Plan, 5-0

Planning Board · Meeting of September 24, 2026

Bellingham Planning Board conditions Hartford Avenue project on Cedar Hill Road becoming two-way. The board voted 5-0 Thursday to approve a special permit, site plan and stormwater permit for a two-story commercial building at 190-198 Hartford Avenue, pending Select Board approval of converting a stretch of Cedar Hill Road to two-way traffic up to the site's driveway. Attorney Jonathan Silverstein, representing developer Route 85 Development, said the project has been seven years in the making.

Traffic engineer Aaron Fredette of Bowman Consulting testified the site's two driveways "meet the minimum and the recommended requirements" for sight lines and roadway speeds. Former board member Bill O'Connell told the board the project "fits more into the character of the town" than a gas station and convenience store voters rejected nearly six years ago. The board also finalized a separate decision approving a smaller commercial building at 316 Hartford Avenue, explicitly excluding contractor's yard use.
