BELLINGHAM — Select Board hears trash rate analysis, defers decision to July. Town Administrator Joseph Laydon presented a consultant's analysis showing the $2,308,450 trash enterprise fund has operated at a deficit every year but FY22 over five completed fiscal years, with retained earnings projected to hit a $2.5 million shortfall by 2031 without action. Two rate-increase paths were presented: 12.5 percent first-year increase followed by 5 percent annual bumps, or flat 7.5 percent annual increases.
The consultant also recommended eliminating the multifamily property discount so all units charge equally. The board discussed Recycle Center expenses and capital needs.
